When PS initiate LCH request but CS can't assign carrier for it.(Cause no carrier resource).Then CS will count "LCH reject due to frequency is busy".
Frequency here means TCH?Right?
How about CCH?Which counter it will be recorded if lack CCH timeslot?

Frequency busy means lack of frequency.

PHS use ALOHA method to share CCH between PS, so if a PS recieved  message such as "LCH reject due to frequency is busy", means it had already connected  with the CS, otherwise PS can not get any response.
